Employees and elected officials of political subdivisions (counties, cities, community colleges, school districts) who are active members of the Iowa Public Employees' Retirement System may obtain coverage under the state health insurance plan

Nonstate public employers must apply for coverage of all their eligible employees, with the Department of Administrative Services required to provide coverage within three calendar months of application

Premium rates for nonstate public employers equal the total premium rate paid by the state, including employee contributions; employers may require employees to contribute a portion of costs subject to collective bargaining agreements

Creates the Iowa Health Care Coverage Partnership Program Trust Fund to receive premium payments and administrative fees, with the state treasurer authorized to withhold grants or appropriations from employers who fail to make required payments

Requires an annual report by December 31 to the governor and general assembly on costs, enrollment, operational efficiency, and financial impact; effective July 1, 2026
