Establishes battery stewardship organizations to manage collection, transportation, and recycling of portable batteries (up to 4.4 lbs for non-rechargeable, up to 11 lbs/300 watt-hours for rechargeable) and medium format batteries at no cost to consumers

Mandates collection infrastructure including permanent sites at regional collection centers, at least one site within 15 miles for 95% of residents for portable batteries, and at least 10 dispersed sites statewide for medium format batteries by December 31, 2028

Imposes a $100,000 annual fee on stewardship organizations to fund DNR oversight, with fees deposited into a battery stewardship account in the groundwater protection fund

Prohibits individuals from disposing of covered batteries in landfills, recyclables, or municipal waste starting January 1, 2028, with violations subject to fines up to $10,000 and knowing false statements to DNR constituting a class "D" felony
