Requires DOT to publicly disclose reasons for denying a longitudinal transmission line installation within 90 days of the denial

Limits payment and lease agreements for utility use of freeway right-of-way to a maximum term of 20 years, with funds credited to the living roadway trust fund

Expands designated locations for transmission line construction to include within highway rights-of-way (not just near and parallel to roads), including interstate roads and railways
