Establishes a competitive grant program within the Iowa Department of Education to provide grants to schools (public school districts, accredited nonpublic schools, charter schools, and innovation zone schools) to offset costs of developing and implementing cardiac emergency response plans

Requires cardiac emergency response plans to include: establishing response teams, placing automated external defibrillators (AEDs) accessible within 3 minutes of cardiac arrest, routine AED maintenance, staff training in CPR and AED use, annual drills, and coordination with local emergency medical services

Creates a school health-related emergency response plan competitive grant program fund in the state treasury, with unspent funds carrying over rather than reverting at fiscal year end and interest earnings credited to the fund

Extends cardiac emergency response plan requirements to charter schools established under Chapters 256E and 256F, requiring compliance in the same manner as school districts

Applies to school years beginning on or after July 1, 2026
