Amends Iowa Code Section 29A.28 to expand military leave of absence protections for state, subdivision, and municipal employees who are members of the National Guard, organized reserves, military forces, civil air patrol, or U.S. Coast Guard

Adds travel time to and from military duty as part of the protected leave of absence period, in addition to the actual duty time

Maintains existing protection of paid leave for the first 30 days of absence without loss of status or efficiency rating

Clarifies that for duty periods less than 30 days, leave is only required for days the employee would normally work

Allows civil employees to use leave of absence for inactive duty training and travel to and from such training, limited to hours they would normally perform services
