Reduces the penalty for possession of one-half ounce or less of marijuana (not offered for sale) from a class "D" felony to a simple misdemeanor with a scheduled fine of $500

Maintains current penalties for possession of 50 kilograms or less of marijuana or flunitrazepam as a class "D" felony, except for the new small quantity exception

Preserves existing graduated penalties for repeat marijuana possession offenses, including up to 6 months jail and/or $1,000 fine for first offense, with escalating penalties for subsequent convictions

Repeals Code section 124.410, which addressed proving delivery or possession with intent to deliver one-half ounce or less of marijuana not offered for sale

Amends Iowa Code sections 124.401 and 805.8A to implement the reduced penalties for small-quantity marijuana possession
