Requires the committee to consider enrollment (current and projected), travel distances, instructional program comparability, traditional rivalries, conference size, and athletic program comparability when evaluating conference change requests

Schools withdrawing from a conference without approval face a two-year ban from competing in that sport in any conference or in organization-sponsored tournaments

Schools must offer at least one boys' and one girls' extracurricular interscholastic athletic activity in fall, winter, and spring to be included in any athletics conference; appeals of committee decisions go to the Director of the Department of Education
