Requires the Iowa Department of Education director to develop and distribute an age-appropriate model firearm safety instruction program for K-12 students by July 1, 2026

Model program for kindergarten through grade 6 must be based on the National Rifle Association's Eddie Eagle GunSafe program; school districts are encouraged but not required to implement it

Model program for grades 7-12 must be based on the NRA's hunter education course; school districts are required to offer or make this course available starting with the 2026-2027 school year

Firearm safety courses must also be made available to nonpublic school students in grades 7-12 within the district, and courses may be held off school property, on Saturdays, during summer, or after regular school hours

Instructors for approved firearm safety courses are not required to be licensed teachers; costs must be paid from existing state school foundation aid with no additional state funding
