Authorizes the Iowa Department of Transportation to issue National Wild Turkey Federation special registration plates for motor vehicles, autocycles, motorcycles, trailers, and other eligible vehicles

Sets the initial special fee at $25 for letter-number designated plates, with an additional $25 available for personalized plates; annual renewal fee is $10 for both plate types

Requires collected fees to be deposited in the road use tax fund, then transferred monthly to the general fund and appropriated to the Department of Natural Resources for grants supporting wild turkey habitat conservation and hunting in Iowa

Mandates that DNR give first consideration for grants to state chapters of nonprofit organizations supporting wild turkey habitat conservation, improvement, and efforts to increase hunter numbers

Prohibits DOT from requiring a minimum number of orders before issuing the plates, and specifies that appropriated funds do not revert at fiscal year end
