Repeals Iowa's beverage container deposit program ("bottle bill") in two phases: Division I takes effect immediately upon enactment, Division II takes effect six months later

Eliminates the 5-cent refund value that consumers currently pay on beverage containers and receive back when returning empty containers to dealers or redemption centers

Removes requirements for refund value labeling on containers and repeals redemption center approval provisions upon enactment

Requires claims for unpaid refund values or handling fees to be settled within 30 days of enactment; after that period, any remaining amounts held by distributors become their property

Transfers any unencumbered and unobligated moneys remaining in the bottle bill fund to the state general fund upon the effective date of Division II
