Defines "obscene material involving a minor" as any visual depiction showing a minor (or apparent minor) engaged in prohibited sexual acts that appeals to prurient interest, is patently offensive under contemporary adult community standards, and lacks serious literary, scientific, political, or artistic value

Prohibits knowingly producing, distributing, receiving, or possessing with intent to distribute obscene material involving a minor, as well as attempting any such conduct

First offense is an aggravated misdemeanor punishable by up to 2 years confinement and fines of $855 to $8,540; second or subsequent offense is a class "D" felony punishable by up to 5 years confinement and fines of $1,025 to $10,245

Requires persons convicted under this section to register as a tier I sex offender under Chapter 692A

Does not require that the minor depicted actually exists, and exempts bona fide law enforcement or judicial activity and educational materials used in accredited schools, public libraries, or educational programs
