Amends Iowa Code Section 8A.321 to allow the Department of Administrative Services (DAS) to lease state-owned real property to religious organizations for the construction of buildings to be used for religious purposes

Requires lease payments from property acquired with appropriated funds to be deposited with the state treasurer and credited to the general fund or the original fund from which the property was purchased

Appropriates from that same fund an amount equal to the deposited lease proceeds to be credited back to the state agency that owns the leased property, with prior approval from the executive council and in cooperation with the DAS director

Maintains existing requirements that disposal of state property requires authorization from a constitutional majority of both legislative chambers and governor approval, or legislative council and governor approval when the general assembly is not in session for non-capitol complex property
