Prohibits knowingly producing, distributing, receiving, or possessing with intent to distribute obscene material involving a minor, including attempts to commit such conduct

First offense constitutes an aggravated misdemeanor (up to 2 years confinement, fine of $855-$8,540); second or subsequent offense is a class "D" felony (up to 5 years confinement, fine of $1,025-$10,245)

Requires convicted offenders to register as tier I sex offenders under Iowa's sex offender registry requirements

Exempts bona fide law enforcement and judicial activities, educational materials in accredited schools or public libraries, and does not impose liability on internet service providers; does not require that the depicted minor actually exist
