Repeals Iowa Code section 321.210A, which currently requires the Department of Transportation to suspend driver's licenses for failure to pay criminal fines, penalties, surcharges, or court costs resulting from motor vehicle violations

Requires the Department of Transportation to reinstate all driver's licenses that were suspended under section 321.210A upon the effective date of the Act

Mandates a one-time charge-off of all remaining delinquent criminal fines, penalties, surcharges, and court costs owed from motor vehicle violations that were deemed delinquent on or before the effective date, treating them as paid in full

Narrows installment agreement provisions to apply only to court debt from motor vehicle operation violations under Code chapters 321 or 321J, requiring agreements to be based on the person's income and ability to pay

Allows persons with delinquent motor vehicle-related court debt to perform community service work at the federal or state minimum wage rate (whichever is higher) as an alternative to monetary payment
