Establishes a "minimum unit price" for alcoholic liquor sold by the Iowa Department of Revenue, defined as 50 cents per 18 milliliters of alcohol in each package

Requires the Department of Revenue to use either the manufacturer's price or the minimum unit price, whichever is greater, when setting wholesale liquor prices

Applies the same "greater of" calculation to the 50% markup the department charges on wholesale liquor prices

Amends Section 123.24 of the Iowa Code, which governs pricing for alcoholic liquor sold to Class "E" retail alcohol licensees (stores selling liquor, wine, and beer in original unopened containers for off-premises consumption)
