Allows owners to designate submitted information as confidential for five years (extendable by the director), including geological records, trade secrets, commercial negotiation details, and proprietary completion chemicals

Establishes procedures for compulsory pooling orders when owners cannot voluntarily agree, including cost recovery provisions allowing producers to recoup up to 200% of drilling costs from nonconsenting owners, with unleased nonconsenting owners entitled to a 12.5% cost-free royalty interest
