Defines "proxy betting" as wagering activity where one person places a bet on behalf of another with intent to hide or conceal the bettor's identity

Adds proxy betting and account sharing to the list of prohibited activities constituting illegal gaming under Iowa Code section 725.7

Expands illegal gaming prohibitions to include delivering anything of value received outside a gambling structure to place as a wager in pari-mutuel pools or other authorized wagering systems

Penalties for violations range from a serious misdemeanor (up to 1 year confinement, $430-$2,560 fine) to a class "C" felony (up to 10 years confinement, $1,370-$13,660 fine) based on the amount involved and prior offenses
