Defines "fuel source" broadly to include substances powering internal combustion engines (biofuel, diesel, gasoline, hydrogen, propane, renewable fuels) and energy stored in batteries for electric motors

Bars government entities from requiring sellers of fuel-powered equipment to sell only certain fuel types or maintain inventory restrictions based on equipment's fuel source

Declares any existing or future regulations violating these provisions void and unenforceable

Amends county (Chapter 331) and city (Chapter 364) authority statutes to explicitly prohibit local governments from regulating fuel-powered equipment under these restrictions
