Creates new Iowa Code chapter 330B establishing regulations for vertiports, defined as infrastructure for landing, ground-handling, and take-off of crewed or uncrewed vertical take-off and landing aircraft

Promotes development of a vertiport network providing equitable access to Iowa citizens for advanced air mobility cargo and passenger services

Prohibits local authorities from granting exclusive rights to vertiport owners or operators through zoning or other means, requiring promotion of reasonable access for all authorized advanced air mobility operators

Requires public-use vertiports to comply with FAA design standards and submit layout plans to the FAA administrator before conducting operations

Provides injured persons a private right of action for actual damages against anyone who violates the chapter, and requires political subdivisions to comply regardless of state funding
