Removes birth centers from the definition of "institutional health facility" under Iowa Code section 10A.711

Establishes a standalone definition of "birth center" as a facility (not an ambulatory surgical center or hospital) where births are planned to occur following normal, uncomplicated, low-risk pregnancies

Amends the definition of "health facility" in section 135P.1 to separately list birth centers alongside institutional health facilities, hospices, home health agencies, assisted living programs, clinics, and community health centers

Strikes multiple existing code provisions that previously classified birth centers as institutional health facilities

Effective date: July 1, 2025
