Creates a new reciprocity pathway (Section 80B.11H) allowing military veterans with at least 4 years of active duty and military police experience to become certified law enforcement officers in Iowa without completing the full Level I academy training program

Establishes eligibility requirements for veterans including: serving in a military police occupational specialty within 3 years of application, completing accredited military police training meeting academy standards, and receiving an honorable discharge or still actively serving

Extends the same reciprocity opportunity to former federal law enforcement officers who served at least 4 years as federal officers within 3 years of application and completed accredited federal training equivalent to academy standards

Requires applicants to submit proof of military service/discharge status, certification of police training and experience, and documentation of relevant duties to the Iowa Law Enforcement Academy Council for evaluation

Directs the council to develop evaluation procedures and guidelines, and to publish an annual report on the number of veterans and federal officers certified through the reciprocity program
