Limits eligibility objections for federal office candidates to challenges based on legal sufficiency of nomination documents or constitutional residency, age, and citizenship requirements; exempts federal candidates from felony conviction disclosure statements (effective upon enactment)

Prohibits ranked choice voting and instant runoff voting in all Iowa elections, defined as systems where voters rank multiple candidates and votes are transferred between candidates in elimination rounds (effective January 1, 2026)

Overhauls absentee voting procedures by eliminating ballot drop boxes, requiring voter verification numbers on affidavit envelopes, moving the ballot return deadline to 5:00 p.m. the day before election day, and expanding mailing period to 22 days before elections (effective January 1, 2026)

Establishes a voter registration database verification pilot program through December 31, 2028, using a third-party vendor to identify ineligible voters; also reduces county hospital board trustee terms from six to four years in counties with 400,000+ population (effective January 1, 2026)
