Defines key terms including "facility operator" (any individual, business, or entity providing motocross access), "motocross facility" (fee-based areas for recreational motocross vehicle operation), and "participant" (amateur or professional users)

Preserves liability for facility operators who intentionally injure participants, commit negligent acts causing injury or death, provide knowingly unsafe equipment, or fail to exercise reasonable care

Requires facility operators to post warning signs with black letters (minimum one inch height) on white backgrounds in visible locations, notifying participants of the liability limitations under Iowa Code chapter 673B

Excludes employer-employee relationships governed by workers' compensation (chapter 87) and does not affect claims for injuries occurring before the Act's effective date
