Expands the definition of "government body" under Iowa's open records law (Code chapter 22) to include instrumentalities of cities and townships, subjecting them to public records requirements

Requires city and township instrumentalities to comply with open records laws, public access to government information requirements, and publication/posting of notices provisions

Applies existing civil penalties for open records violations to the newly covered city and township instrumentalities

Makes felonious misconduct provisions applicable, where a public officer or employee who knowingly falsifies or delivers a falsified public record commits a class "D" felony

Class "D" felony carries penalties of up to 5 years confinement and fines between $1,025 and $10,245
