Establishes the Advanced Dyslexia Specialist Endorsement Competitive Scholar Program administered by the Iowa College Student Aid Commission to provide tuition reimbursement for teachers pursuing an advanced dyslexia specialist endorsement

Eligible teachers must work in an Iowa school or area education agency and be actively working toward obtaining the advanced dyslexia specialist endorsement from the Board of Educational Examiners

Limits tuition reimbursement eligibility to two years maximum, with total reimbursement not exceeding 75% of the recipient's total dyslexia specialist endorsement tuition costs

Payment structure splits reimbursement into two installments: half paid after the first year of teaching in Iowa and the remainder paid after the second year of teaching

Appropriates $335,000 from the general fund for FY 2025-2026 to establish the program fund, with unused moneys carrying over to subsequent fiscal years rather than reverting to the general fund
