Modifies all-systems permits for oversize/overweight vehicles to be valid on primary roads, secondary roads, and roads designated as truck routes, rather than all paved highways or streets

Requires local authorities designating roads as "not valid" for permitted vehicles to communicate that designation to the Department of Transportation in writing, including electronic communication

Mandates local authorities provide written justification to the department when determining that paved farm-to-market roads, secondary roads, or truck routes are not valid for all-systems permits, subject to department review

Allows permitted vehicle operators to use the most direct route between loading/unloading locations and the nearest valid highway, regardless of local authority restrictions

Establishes single-trip vehicle registration option at $4 per ton exceeding 40 tons for vehicles operating under single-trip permits issued under section 321E.9
