Appropriates moneys from the Business Services Modernization Fund to the Secretary of State for modernizing business services division operations, with no expiration date (removes the July 1, 2026 repeal provision)

Adds two new expedited filing surcharges: $250 for one-hour service and $175 for same-day service, in addition to existing surcharges of $50 for two-day service and $15 for five-day service

Requires the Secretary of State to provide written confirmation of filing at the time of any expedited filing, with all surcharge revenues deposited into the business administration fund
