Requires any restriction on reproductive freedom to meet strict scrutiny standard—justified only by a compelling state interest achieved through the least restrictive means

Permits state regulation of abortion care after fetal viability, but prohibits banning abortions that a health care professional determines are medically necessary to protect the life or physical or mental health of the pregnant individual

If adopted by the current (91st) General Assembly, the amendment would be referred to the 92nd General Assembly for approval, then published for three consecutive months before voter ratification
