Proposes adding Section 26 to Article I of the Iowa Constitution establishing workers' fundamental right to organize and bargain collectively through representatives of their choosing for wages, hours, and other employment terms and conditions.

Prohibits any law from being passed or enforced that interferes with, negates, or diminishes workers' rights to organize and collectively bargain over employment conditions, economic welfare, and workplace safety.

Explicitly protects agreements between employers and labor organizations requiring union membership as a condition of employment, effectively preventing "right-to-work" laws.

Requires the amendment, if passed by the 91st General Assembly, to be published for three consecutive months and then referred to the 92nd General Assembly for adoption before going to voters for ratification.
