Proposes an amendment to the Iowa Constitution requiring a two-thirds majority vote in both the House and Senate to pass any bill that enacts, amends, or repeals provisions relating to public retirement systems.

Adds a new Section 41 to Article III of the Iowa Constitution establishing this supermajority voting requirement for retirement system legislation.

If adopted by the current (91st) General Assembly, the amendment would be referred to the next (92nd) General Assembly for a second adoption before going to voters for ratification.

The proposed amendment must be published for three months prior to the next general election for state legislators as part of the constitutional amendment process.
