Proposes adding Section 21A to Article I of the Iowa Constitution to establish membership in state or local government employee retirement systems as an enforceable contractual relationship.

Accrued retirement benefits for public employees would be constitutionally protected from being diminished or impaired, in accordance with existing contract clause protections in Section 21.

Applies to retirement systems of both the state and political subdivisions (cities, counties, school districts, etc.).

Requires approval by two consecutive general assemblies before going to voters; if passed by the 91st General Assembly, the 92nd General Assembly must also adopt it.

Must be published for three months before the next general election for ratification by Iowa voters.
