Proposes a constitutional amendment (Article 1, Section 1B) establishing that every person has the right to a clean and healthy environment, including pure water, clean air, a stable climate, ecologically healthy habitats, and preservation of natural and human health qualities

Declares the state's public natural resources—including soils, waters, air, flora, fauna, climate, and public lands—as common property of the people for both present and future generations

Designates the state as trustee of these natural resources with the duty to conserve, maintain, and restore them for the health and benefit of all people

Specifies that the rights are self-executing, supplement existing public trust doctrine and common law protections, and any infringement shall be subject to strict scrutiny

If adopted by the 91st General Assembly, the amendment would be published and referred to the 92nd General Assembly for second adoption before submission to voters for ratification
