Authorizes replacing the statue of Samuel J. Kirkwood in the U.S. Capitol with a statue honoring former Iowa Governor Robert D. Ray, who served 14 years as the state's 38th governor

Creates a seven-member committee appointed by the governor to oversee the statue exchange, commission the new statue, and coordinate with the Architect of the U.S. Capitol

Establishes a Capitol Statuary Fund in the state treasury, administered by the Iowa Economic Development Authority, to receive donations for financing the project with no state appropriation required

Requires committee members to serve without compensation and to raise all necessary funds through private donations, gifts, grants, and bequests

Mandates the Department of Administrative Services to provide perpetual display of the replaced Kirkwood statue at a suitable location within the Iowa capitol building
