Requires the state of Iowa to allow continuation or reenrollment in health insurance coverage for the surviving spouse and children of state employees who die from traumatic injuries sustained while performing work duties

Defines "eligible employee" as any state worker participating in a state health or medical group insurance plan whose death is determined by the Department of Administrative Services to be the direct result of a work-related traumatic personal injury

Excludes employees whose death resulted from stress, occupational illness, chronic/congenital conditions, intentional misconduct, suicide, voluntary intoxication, or gross negligence while performing duties

Does not require the state to pay insurance costs, but allows the state to pay full or partial costs; if the state does not pay, eligible survivors may continue coverage by paying the unpaid portion themselves

Denies coverage continuation if the surviving spouse or child contributed substantially to the employee's death, or if the survivor becomes ineligible under the insurance plan's terms (including remarriage of the spouse or age-out of a surviving child)
