Authorizes the Iowa Department of Transportation to issue Gadsden flag special registration plates featuring a yellow-to-white gradient background, black letters and numbers, a coiled rattlesnake image (at least 3 inches tall by 2 inches wide), and the phrase "Don't Tread on Me" at the bottom

Sets the special Gadsden flag fee at $50 for letter-number designated plates, with an additional $25 fee available for personalized plates limited to five characters; annual renewal fees are $50 for standard and $5 for personalized versions

Appropriates collected fees (minus $1 per issuance/renewal retained for the road use tax fund) to the Department of Public Safety for grants providing education on Second Amendment rights and firearm safety training, with priority given to state NRA affiliates and similar nonprofits

Exempts Gadsden flag plates from requirements to display the county name and to match the design and color of regular registration plates

Removes the requirement that license plate frames must permit full view of the county name, allowing frames that only need to show all numerals and letters on the plate
