Standardizes public notice requirements for various local government actions to align with Iowa Code section 362.3, requiring publication at least once, not less than 4 nor more than 20 days before a hearing or action

Applies uniform notice standards to multiple local government procedures including: state building code withdrawals, city discontinuance resolutions, city council size reductions, budget certifications, civil service commissioner appointments, revitalization area plan amendments, and zoning changes

Requires notice publication in a newspaper published at least once weekly with general circulation in the city

Allows cities with population of 200 or less, or cities without a newspaper, to satisfy notice requirements by posting in three public places permanently designated by local government ordinance

Replaces varying notice timeframes (currently ranging from 4-20 days, 7 days, 10 days, or 30 days depending on the action) with the consistent 4-20 day standard under section 362.3
