Directs the Iowa Department of Agriculture and Land Stewardship to conduct a four-year commercial fertilizer study examining ways to reduce statewide per-acre use of commercial nitrogen-based fertilizers (containing at least 25% nitrogen) by the lesser of 15% or 30 pounds

Requires the study to evaluate qualifying crop production products including soil conditioners with nitrogen-fixing properties, biological nitrogen sources, and biofertilizers that can be used alongside or as alternatives to commercial fertilizers

Participating crop producers from diverse areas of the state must be reimbursed at least $5 per acre per crop year, adjusted annually for inflation

Mandates a preliminary report to the governor and general assembly by January 15, 2028, and a final report by January 15, 2031, identifying the best qualifying products for corn and soybeans while keeping participant information confidential

Implementation is contingent on legislative appropriation of funds, and all provisions are repealed on July 1, 2031
