Allows the issuing county sheriff to require judicial officer applicants to complete a proficiency examination before issuance, with standards not exceeding those required of peace officers and costs paid by the applicant

Permits issued to judicial officers remain valid through the holder's period of employment unless otherwise canceled, and must be surrendered to the issuing officer upon termination of employment

Defines "judicial officer" as supreme court justices, court of appeals judges, district judges, district associate judges, associate juvenile judges, associate probate judges, magistrates, and persons temporarily serving in those roles
