Creates new criminal offenses for acquiring or retaining possession of a gift card or gift card redemption information without consent of the cardholder, card issuer, or gift card seller, punishable as an aggravated misdemeanor

Establishes forgery charges (aggravated misdemeanor) for anyone who alters or tampers with a gift card with intent to defraud

Imposes tiered penalties for fraudulent schemes to obtain gift cards through false pretenses: class "C" felony (over $5,000), class "D" felony ($1,000-$5,000), aggravated misdemeanor ($500-$1,000), or serious misdemeanor ($500 or less)

Applies the same tiered penalty structure for using illegally obtained gift cards or redemption information to obtain money, goods, or services

Allows aggregation of retail merchandise values received in violation of the law within any six-month period for charging purposes
