Requires persons engaged in oil/gas production, storage, transportation, refining, marketing, or metallic mineral exploration to file annual reports with the Department of Natural Resources by April 1, including business names, contact information, organizational structure, and corporate officer details

Grants the DNR director authority to issue variances to department rules, regulations, or orders without a hearing; requests must be approved or denied within 14 days and made public

Allows owners to designate submitted information as confidential for five years (extendable by the director), covering items such as lease payment terms, commercial negotiations, exploratory well records, trade secrets, and competitively sensitive commercial information

Authorizes the department to establish exploratory spacing units when unable to determine pool existence or appropriate unit size, and allows pooling orders to include cost recovery and risk penalties of up to 200% against nonconsenting owners

Entitles nonconsenting owners without existing oil/gas leases to a 12.5% cost-free royalty interest during production; after the producer recovers specified costs, nonconsenting owners must be offered participation as working interest owners within 30 days

Repeals Code section 458A.6, which gave the department authority to determine market demand and regulate oil and gas production amounts
