Defines "proxy betting" as wagering activity where one person places a wager on behalf of another with intent to hide or conceal the bettor's identity

Adds proxy betting and account sharing to the list of prohibited activities under Iowa's illegal gaming statute (Code section 725.7)

Expands existing prohibitions to include delivering anything of value received outside a gambling structure to be placed as a wager in pari-mutuel pools or other authorized wagering systems

Violations carry penalties ranging from a serious misdemeanor (up to 1 year confinement, $430-$2,560 fine) to a class "C" felony (up to 10 years confinement, $1,370-$13,660 fine) based on amounts involved and prior offenses
