Removes requirements for the Department of Administrative Services and Board of Regents to designate affirmative action administrators, propose affirmative action standards, gather assessment data, monitor affirmative action plans, and establish recruitment committees

Strikes the requirement that state agencies prepare affirmative action plans and submit annual affirmative action reports to the Department of Administrative Services

Eliminates the obligation for school districts, area education agencies, and community colleges to develop affirmative action standards and submit annual reports on equal opportunity and affirmative action programs to the Department of Education

Repeals provisions allowing the Department of Administrative Services to impose sanctions for non-compliance with affirmative action programs and removes contract compliance requirements related to minority, women's, and disadvantaged business enterprises
