Prohibits state departments, agencies, counties, and cities from adopting or maintaining regulations that restrict possession, storage, transfer, acquisition, operation, maintenance, repair, or reuse of fuel-powered equipment based solely on its fuel source

Defines "fuel source" to include substances powering internal combustion engines (gasoline, diesel, biofuel, hydrogen, propane, renewable fuels) as well as energy sources for electric motors and batteries

Defines "fuel-powered equipment" as any manufactured good operated by an engine or motor that is subject to a sales contract, regardless of whether it is self-propelled

Prohibits government entities from requiring sellers of fuel-powered equipment to sell or maintain inventory of specific equipment solely because of the equipment's fuel source

Declares any regulation violating these prohibitions void and unenforceable, and amends county (Chapter 331) and city (Chapter 364) code sections to reinforce the restrictions
