Allows newspapers to charge government bodies a fee for proofs of publication with additional elements (such as notarized affidavits), limited to actual preparation costs

Establishes that a proof of publication constitutes an admissible writing or record under Iowa's rules of evidence (section 622.28)

Amends Section 618.11 of the Iowa Code regarding fees for publication and proof of publication
