Reserves 500 of the 6,000 annual nonresident antlered or any-sex deer hunting licenses for nonresidents who have booked with an outfitter registered as a business entity with the Iowa Secretary of State since before July 1, 2024

Defines "outfitter" as a business offering transportation, facilities (tents, cabins, food, gear), or guiding/instructing services related to hunting

Limits nonresidents to one license under this reserved outfitter allocation, and requires the license application to include evidence the reservation is scheduled during the license validity period

Makes any unused reserved licenses available for general purchase in the same manner as other excess nonresident antlered or any-sex deer hunting licenses if fewer than 500 applications are received by the deadline

Caps bow season licenses at no more than 35% of both the reserved outfitter licenses and the remaining 6,000 nonresident antlered or any-sex licenses
