Amends Iowa Code section 80B.13A to specify that the Iowa Law Enforcement Academy Council may revoke or suspend certification when an officer has been discharged for good cause from employment

Allows certification revocation when an officer leaves, voluntarily quits, or has their position eliminated while disciplinary action was pending under circumstances warranting discharge for good cause

Requires employing agencies recommending revocation or suspension to submit written recommendations stating reasons, findings, actions taken, and confirmation that the agency's action is final

Limits grounds for revocation actions to only those expressly provided in section 80B.13A, prohibiting the council from maintaining actions on any other grounds

Mandates immediate dismissal of any pending revocation actions before the council that are based on grounds not expressly authorized by the statute
