Changes the reporting period for Iowa Department of Veterans Affairs annual reports from calendar year to fiscal year for training compliance information and veterans' services hours provided by county commission executive directors or administrators

Requires county commission of veteran affairs executive directors or administrators to complete certification training, federally required training, and obtain a personal identification verification card to access the veterans benefits management system within one year of employment

Allows the commandant of the Iowa Department of Veterans Affairs to extend the deadline for obtaining a personal identification verification card based on extenuating circumstances upon request from a county commission

Shifts continuing education requirements for executive directors or administrators from the National Association of County Veterans Service Officers to requirements established by the commandant of the Iowa Department of Veterans Affairs and the U.S. Department of Veterans Affairs

Mandates removal from office for executive directors or administrators who fail to obtain certification or maintain continuing education requirements, with training expenses paid from appropriations under section 35B.14
