Expands open container carry privileges to allow customers to carry any alcoholic beverage (not just wine) in an open container from a licensed premises to an immediately adjacent licensed premises authorized to sell the same type of beverage, a temporarily closed public right-of-way, or a private place

Increases the number of class "C" retail alcohol licenses that native distilleries, native breweries, and native wineries may hold from two to three for their manufacturing premises

Raises the annual wholesale limit for native breweries (class "A" beer permit holders with federal brewer's notice) from 30,000 barrels to 38,000 barrels of beer sold to retail licensees

Establishes a new 150,000 gallon annual wholesale limit for native wineries (class "A" wine permit holders with federal basic permit) selling to retail wine licensees

Eliminates the $5,000 bond requirement for class "A" wine permit holders
