Prohibits the sale, offering for sale, or distribution of free samples of counterfeit lighters (those infringing on intellectual property rights) or unsafe lighters in Iowa

Defines "unsafe lighter" as disposable/refillable cigarette, cigar, or pipe lighters not meeting ASTM standard F400-20, and utility/candle/grill/fireplace lighters not meeting ASTM standard F2201-20

Exempts interstate transportation of prohibited lighters passing through Iowa and storage in warehouses or distribution centers not open to the public for retail sale

Establishes civil penalties of up to $1,000 for a first offense and up to $5,000 for subsequent offenses, with fines deposited in the state general fund

Authorizes the Department of Inspections, Appeals, and Licensing or the Attorney General to pursue civil action for injunctive relief or to recover costs and damages
