Establishes a medical release program allowing the Board of Parole to release inmates diagnosed with a terminal illness (prognosis of death within one year), serious medical condition (end-stage disease), or who are physically or mentally incapacitated and unable to perform daily living activities

Department of Corrections must perform an updated risk assessment evaluating reoffending risk for eligible inmates and may file petitions for medical review with the Board of Parole

Board of Parole must notify all victims and allow them 14 days to submit victim impact statements; the board must make a decision within 45 days of receiving a petition, with all hearings open to the public

Released persons must be supervised under a release plan that includes medical care and support services, regular check-ins with a supervisory officer, and conditions to ensure public safety

Board of Parole must submit an annual report to the General Assembly by December 15, 2026, and each year thereafter, detailing petitions received, persons released, and outcomes of released persons
